The professionalisation of international solidarity organisations dates back to the 1990s. It reflects civil society's demand for ethics and transparency, but also for quality and effectiveness in work carried out for the most vulnerable. It guarantees an equivalent standard of service whatever the region or country of operation.
Among the changes observed in the management of humanitarian operations over the past thirty years, one phenomenon mirrors the evolution seen in French local government in the 1980s: NGOs increasingly rely on external bodies — and in particular on a new type of NGO — to develop their services.
